A defined region and service-disruption threshold, usable inventories, demand and confirmed delivery timing on matching dates, plus evidence that the forecast performs reliably. Historical stock lows and regulatory minimums alone do not identify that threshold. Local disruptions may already be present; an undetermined global clock does not mean every region is unaffected.

IEA reported over 200m barrels of public emergency diesel. This selects 200m, not all global reserves. A common physical observation date and actual releasable volume are unknown.
The July sample combines 28 JODI country accounts with U.S. data, assumes world demand of 30m barrels/day and equal draw intensity in missing countries, then carries that rate into October. Coverage and quality limits remain. Other stocks and supply can sustain deliveries after this tranche; local shortages can precede its use.
